Q.My 93 Honda Prelude was vandalized, possibly something damaging was poured into gas tank.
There was not much gas in it before the attack. Where is the place to open so I can drain out the gas and then replace it with good gas, and any advice on how best to do this would be most humbly APPRECIATED.

I already checked/done: Asked 2 local mechanics.

Answer You are in luck as it turns out the older Honda's such as this one do have a drain plug on the gas tank. It looks just like an oil drain bolt.
The bolt is removed with a 17mm socket or wrench. Find the plug and position the car so it is leaning towards the side where it is. This will allow almost all of the gas to drain.
Then get a suitable drain pan and place it under the bolt and remove it,
