When it starts it runs great but it sometimes will not start.

Q.1994 honda civic EX, when it starts it runs great but it sometimes will not start. It seems to be a gas issue as I have spark and all is good ignition wise. I know when it will start as I hear a click and then it starts right up, I have replace the fuel pum, strainer and fuel filter. Is there a relay or pressure switch I need to look at? Thank you for the help.
I already checked/done: replaced fuel pump and strainer, fuel filter car will try to start if you use starter fluid so it really looks like fuel issue
