i have a 1995 Jetta and i was having problems with mine starting as well. the battery was new, the starter was new and the flywheel was new, but still wouldn't start. i had a shop hook it up to find what codes it might be sending out, but they weren't able to access the computer because it was fried. i put a used computer in and it fired right up. if you have the chance to get it checked for codes though, i would suggest that first.
