I have the same problem with my 98 Acura Integra. A dragging metal on metal noise at low speed. I just installed new pads and rotors on the rear, cleaned the parking brake hardware, and am still having noise. The only thing that I noticed when I was installing was there was a loose clip that holds the pads in. Maybe it fell out again.
