Temp. gauge will rise to the top of the hot range when I stop the car for a couple of min.

Q.My temp. gauge will rise to the top of the hot range when I stop the car for a couple of min. It will then return to the normal range as soon as I start to drive. It is not overheating. How do I determine which temp sensor is bad? 1995 legend.
More Info required Have you noticed if the cooling fan is turning on?
