installing a new key switch. how do i take off the plate behind the wheel?

Q.installing a new key switch in a 92 regal, how do i take off the plate behind the wheel?
Answer There is a specific tool for it. Some Auto Parts Stores should have for Free Rent.
Sometimes you can push down real hard & with help of another, get a small flat blade under the keeper ring & remove the keeper ring, but reassembly will be a problem
