Fan will not stop running when the car is off

Q.i have an 1992 acura legend the fan will not stop running when the car is off they will turn on time to time even if the car hasn't been used i have to pull out the fueses if not ill get a dead battery i changed a few sensors but still same thing. also lately when i turn car on just to move around say about 5 min. turn off than try to turn back on it will not start eng. turns but wont start the car has to set there like if it needs to cool down than it starts. when car been running car will start after shuting down eng. only when cold start and turn car off is when it wont start. does some body know whats going on with my car.
Answer The starting problem is most likely the main relay behind the knee bolster. They have a circuit board inside that fails and causes a hot start problem on these.
the fan problem is going to be a little harder this is a very complex system of relays and controllers. Tell me the number of the fuse you pull and I can look at the circuit and we can try some things to narrow it down.
