Timing belt, water pump advise

Q.I am the original owner of an '02 AcuraRL( purchased late December '02), with mileage now at nearly 16,000. Car is being inspected and have been advised to replace the timing belt, water pump, crank shaft heels, cam shaft, new thermostat, exterior drive belts, etc. at a cost of $1,350 . I understand the guidelines for replacing timing belt is 7 years or 105,000 miles. Because of very low mileage I am concerned that this is not really necessary. What is the probability of belt dry rotting and how can one determine if this is occurring? Incidentally, the car has always been garaged and is inspected annually. I drive mainly "stop and go" in the city with very little highway driving. Thank you for your help.

Answer I'd go ahead and change the belts as age is just a large a factor as the mileage, I've seen these belts with 3 years and 200,000 on them, but at the same time I've seen the belts break well before 105k due to age. There's not a whole lot you can do as far as inspecting the belt, generally the belt will break before there are any signs of dry rotting due to the amount of stress that's on the belt.
With that being said there no real reason to change the water pump, crank seals, cam seals, and thermostat just because of age. You will on the other hand want to change the coolant as it's overdue if it's not been changed.
