Car would run then I would turn it off..

Q.Car would run then I would turn it off. Come back in a few and wouldn't start, then later it would. I changed fuel pump and filter. I turn the key and I can hear the fuel pump once every 75 key turns. I don't seem to be getting fuel. Is there a relay or something that controls the pump?

More Info required Ok, I will see what i can find out, is this carb engine or fuel injected??? i show two engines for this vehicle??
