My car will not start - just makes a buzzing sound.

Q.my car will not start when i turn the ignition all electronics turn on and the car makes a buzzing sound. could it be the starter is bad or is there something i could do to get the car to start?
More Info required Is the buzzing noise coming from the interior of the car or the engine area?
