Accord with a turn signal problem.

Q.I have a 1997 Honda Accord with a turn signal problem. I have checked all the bulbs,
The hazzards flash when the hazzard button is pushed, I have replaced the flasher under the dash, and have checked all the fuses both under the dash and in the engine compartment. I have replaced the turn signal switch on the steering column.
When you turn the signal either way a loud buzzing comes from the fuss block under the dash. There is a blue plastic unit there just under the flasher thats vibrating and buzzing. According to the manual there is a side marker flasher circuit in there as part of a integrated control unit. Could this be the faulty problem or is there something else?
Answer Is your Accord a coupe, sedan or hatchback? The reason I ask is because the wiring might be a little different.
