Heater is an issue...

Q.I have a 2000 Honda Odyssey, EX model, +267,000 miles and running well.
Heater is an issue...
If the outside temperatures (even after being in a garage overnight) are below freezing the fan will not stay on and/or not come on. Some heat is there once the engine warms up, but the blowers are not as strong as they use to be. One mechanic said it would involve pulling out the entire dashboard to make any real repairs/replacement. Is this something that a general mechanic can do or is it best done by a dealership. The mileage and age of the car puts it beyond any warranty coverage.
How are the Odysseys heating systems built. Is it a heater + fan in a mechanism or are they separate units?

I already checked/done: Letting the engine warm up enough to get the fan to start (not such an option now as air temp is now a factor). Holding in the button control to keep the fan running; however, I need my hand to drive

More Info required It sounds like the blower motor is faulty, is that the diagnosis from your mechanic?
The blower is very easy to replace
There is suffiecent heating just not enough air circulation correct?
