acura legend 1990 won't start

Q.When the weather gets warm the problem starts up again. When the car sits and it is warm the car will not turn over. We park in the shade, use windshield covers, leave windows cracked but sometimes end up leaving the car until the temperature outside cools down. Someone said it is a typical issue with the acura and it is the main fuel relay. What is that, where is that, is it a difficult DIY job? Is that even the problem? Help, my son is using the car and I know he will get stuck.
Answer It is located under the steering column. Pictures below.
Just remove the cover under the dash
and go further under the air duct
